I have small gravel in the landscaping in front of my house. My outdoor cats use the gravel for their litterbox. I have tried pepper, ammonia, Listerine, and moth balls. Nothing so far has worked to keep them away. I have put out litter boxes so they can use them, and they do, but they keep coming back to the gravel.

I am open to suggestions, as long as it is safe for the animals.
